Potential Tropical Storm 4 made landfall Saturday night in Mexico without bringing much-needed rain to South Texas. Cities in the valley began distributing sandbags in anticipation of the storm on Saturday, but in the end, the potential tropical cyclone made landfall in Mexico without ever organizing into a legitimate storm, the National Weather Service's Brownsville office said. The weather service said strong winds to the north of the potential cyclone stopped it from organizing into the storm forecasters had predicted.
